It was in the NYT yesterday:

Massachusetts, as you know, has made marijuana possession a civil offense, assigning it a $100 penalty. But every time a ticket is issued, a lab report will need to be done. Otherwise, it could be oregano.

Also, since it is a civil offense, in Mass no identification is recorded. Tickets can be ignored. This seems improbable to me, but here it is...
